What actually works now, what's still coming, the current fees, and how to link your bank account — verified against PayPal's own Sri Lanka page.

Key change — May 2026. PayPal launched full personal-account services in Sri Lanka on 15 May 2026 through partner banks. If you are working from older articles that say "PayPal is limited in Sri Lanka" or "you can only send, not receive", those pre-date the launch. Personal-account signup, cross-border receiving, and withdrawal into a linked Sri Lankan bank account are all live now — with real caveats you should understand before relying on the service.

Which account is eligible for linking? PayPal's page states that linking "is available for eligible bank account types only, typically personal or retail accounts such as consumer and sole trader accounts; corporate and other non-retail bank accounts may not yet be eligible." A joint account, a corporate account, or an unusual account type at a partner bank may not link.

How to set it up (personal account, 2026)

The exact flow depends on which partner bank you use, but the shape is the same for both. You start from the bank's app or web banking, not from paypal.com.

  1. Confirm you already have a savings or current account at Sampath Bank or Commercial Bank (the two active partners as of the Reviewed date). If not, open one — the partner-bank relationship is a prerequisite, not a formality.
  2. Log in to your bank's app (Sampath Vishwa, or Commercial Bank's app) or online banking. Look for the PayPal service section — every partner bank has surfaced it prominently.
  3. Follow the guided flow to sign up for a new PayPal account or link your existing one. You'll be redirected to PayPal to confirm identity and the linkage. Country will be set to Sri Lanka.
  4. Once linked, your PayPal account can receive cross-border payments and withdraw the balance into that same bank account in LKR (or USD, if the bank supports a USD account).
  5. Confirm the withdrawal fee schedule on your bank's site (see the Fees section below). Fees vary by partner bank.

Fees

PayPal itself charges a fee on the receiving-and-conversion side, and each partner bank sets and publishes its own withdrawal-side fee. Both apply on the same transaction. Check the current schedule on both PayPal's and your bank's own page before basing projections on any specific number — the three partner banks were still finalising fee disclosures at launch.

Practical model. A USD 100 payment received from a client in the US and withdrawn to a Commercial Bank LKR account has, roughly:

  • PayPal cross-border receiving fee taken from the incoming amount.
  • Commercial Bank USD 3 + 3% withdrawal fee.
  • ~4% PayPal FX markup applied to the USD→LKR conversion.

The effective loss on that USD 100 sits in the roughly 8–12% range once all three layers are applied at typical rates, before any bank-side FX loss. Compare this against Payoneer (typically single-digit % all-in for the same USD amount) and Wise (mid-market FX + a small Wise fee) — see the trade-offs section below.

What still doesn't work

  • Domestic (Sri Lanka to Sri Lanka) payments. PayPal's page is explicit: "Only payors from abroad are supported, and domestic payments to Sri Lanka PayPal users are not supported." Do not build a domestic-Sri-Lankan checkout on the assumption that a local buyer can pay you via PayPal.
  • Business accounts through the direct bank flow. New PayPal Business accounts cannot yet be created through the partner-bank flows. An existing paypal.com business account can be linked with limitations. If your income model depends on PayPal Business features (invoicing at scale, marketplace mass payouts, PayPal Checkout on a merchant site), the timeline is "coming soon" — plan around that.
  • Corporate and non-retail bank accounts. Only "personal or retail accounts such as consumer and sole trader accounts" are eligible for linking. A corporate SL entity's operating account cannot be linked at launch.
  • PayPal Checkout on a Sri Lankan merchant website. Not yet available. For accepting PayPal on your own Sri Lankan-hosted online store, the current answer is: not through direct PayPal Checkout integration.
  • Bank of Ceylon linking. Marked "coming soon" on PayPal's page as of the Reviewed date. BOC customers should monitor the bank's announcements.

When to use PayPal in Sri Lanka vs alternatives

Frequently asked questions

Can I receive money from an international client into my Sri Lankan PayPal account now?

Yes, for a personal account linked through Sampath Bank or Commercial Bank. Withdraw to LKR via the same partner bank. See the setup section above.

Can a Sri Lankan customer pay me on PayPal for something I sell locally?

No. Only cross-border payors are supported. PayPal's own SL page says domestic payments to a Sri Lankan PayPal user are not supported.

Should I switch from Payoneer to PayPal now that PayPal works?

Not necessarily. Payoneer is the native payout for Upwork, Fiverr, Amazon Associates, and Amazon KDP — moving to PayPal for those is not helpful and costs you the platform's existing rail. Use PayPal additionally for clients who insist on it, and for marketplaces where Payoneer is not a supported payout (Redbubble, Gumroad, Payhip).

What about PayPal Business — can I open a Sri Lankan business account yet?

New PayPal Business accounts through the partner-bank flow: not yet, "coming soon". Existing paypal.com business accounts: can be linked to a partner bank with limitations. The workaround for the invoicing/mass-payout/checkout feature set is a US LLC and a US PayPal Business account — a real setup step, not a formality (roughly USD 300–800 to register + ongoing US-tax filing including annual Form 5472).

Are the fees higher than Payoneer or Wise?

Generally yes. A USD 100 receipt withdrawn to LKR through PayPal + partner bank typically loses ~8–12% across the three-layer stack (PayPal receiving fee + partner-bank withdrawal + PayPal ~4% FX markup) vs typically single-digit % all-in on Payoneer or Wise. Use PayPal when the client requires it or the platform pays only via PayPal, not as your default cross-border rail.

Is income received via PayPal taxable in Sri Lanka?

Yes. Online income earned from foreign clients — regardless of the receiving payment processor — is treated as personal or business income under the Inland Revenue Act, No. 24 of 2017 as amended. See the Sri Lanka tax guide and consult a registered Sri Lankan tax professional for filing.
